Rajasthan Urban Infrastructure Development Project (RUIDP)

·      Rajasthan Urban Infrastructure Development Project (RUIDP) is a Government of Rajasthan’s Special Purpose Vehicle.

·      RUIDP has been constituted to execute external aided projects specially ADB funded Urban infrastructure projects; established in mid, 1998.

·     RUIDP – Journey to Infrastructure Development

1.   First project for six project cities of US$362 millions (Rs. 1854 Cr.) implemented and closed in year 2009.

2.   Second Project of US$360 million (Rs. 1780 Cr.) for 15 project cities under implementation; Completed in March, 2019.

3.   Third Project of US$610million (ADB Loan US$500 million) (Rs. 4050 Cr.) launched in year 2015. Under progress.

4.   Fourth Project of US$700 million (ADB Loan US$500 million) (Rs. 5000 Cr.) in pipeline and under approval with ADB.

1. RUIDP – Phase I

 

·      Loan Agreement signed on 01 December, 1999.

·      In six Divisional Headquarters namely Ajmer, Bikaner Jaipur, Jodhpur, Kota and Udaipur

·      Total contracts: 209 (completed in year 2009)

·      Total expenditure: Rs. 1781.48 Cr

·      Major achievement:

Ø  Bisalpur water supply project for Jaipur city

Ø  Water supply scheme from Kailana Lake at Jodhpur from Pumping to Gravity

Ø  Water supply scheme from Shobhasar and Bichwal at Bikaner - 80 MLD

Ø  Transmission and distribution system from SR 7 to Ajmer city

Ø  Distribution system in Cooperative Society’s colonies in Jaipur city

Ø  Water supply from Mansiwakal lake through Tunnel in Udaipur

Ø  Diversion Channel and Intake well and WTP at Kota (AkhelgarhHeadworks)

Ø  Sewerage Treatment Plant (STP) at Jaipur, Jodhpur, Bikaner, Kota and Ajmer along with part sewerage

Ø  13 Nos. RoBs/Flyovers at Jaipur, Jodhpur, Kota, Ajmer, Bikaner, Udaipur

Ø  Computerization of municipal functions in 6 ULBs

2. RUIDP – Phase II

 

·      15 District Headquarter-Alwar, Baran, Barmer, Bharatpur, Bundi, Chittorgarh, Churu, Dhaulpur, Jaisalmer, Jhalawar-Jhalarapatan, Karauli, Nagaur, Rajsamand, SawaiMadhopur and Sikar.

·      All 109 works completed. ADBLoan closed on 30.06.2017. Works are being completed with State fundingby 30 Sept, 2019.

·      All assets created are commissioned and are in use.

·      Project Cost-Rs. 1780 Crore

·      House sewer Connections in Ph II towns are being done using Program loan (State fund): 63476 out of 93503 (67.72%) in 13 towns (Bharatpur-13742 HSC started in July 19 after completion of STP).

·      Rs. 47.33 Cr allocated for House Sewer Connections to 13 ULBs.

 

 

3. RUIDP  Phase-III

·      Integrated Water Supply and Sewerage Works –  Pali, Tonk, Sri Ganganagar, Jhunjhunu, Hanumangarh.

·      Only Sewerage Works - Bhilwara, SawaiMadhopur, Jhalawar- patan, Bikaner, Mount Abu, Udaipur & Kota and drainage work at Banswara

·      Packages awarded amounting to Rs. 3687.61 Cr (Project loan- Rs. 2411 Cr +Program loan- Rs. 1276.61 Cr).

·      Gross Expenditure- Rs. 985.05 Cr.(Project loan- Rs. 709.50 Cr.+ Program loan-                Rs. 275.55 Cr.).

·      Scope

A.       Continuous pressurized Water Supply (24X7); reduction in NRW upto 12-15%

B.       SCADA controlled Water Supply Operation, Control and Monitoring

C.       Pumping Station on Variable Frequency Driven (VFD)

D.       House Service Connection and Bulk & domestic Metering

E.        Advance SBR Technology for Sewage Treatment with provisions of Reuse

F.        House Sewer Connections included in packages.

G.       Trenchless work for deep sewer and congested areas

H.       10 Years O&M

I.         Agriculture use of treated water – Concerned ULB has to identify the end user.

(B)       Program Loan – Cost about Rs. 1680 Cr

·      First tranche of US$ 125 million (Rs. 829 Cr released in Dec, 2015)

·      Second tranche of $ 125 million to be released on compliance of all agreed policy items.

·      All 9 policy reforms are complied completely.

·      Works in 7 cities (sewerage works in Mt. Abu, Bikaner, Kota, Udaipur, Sawaimadhopur, Jhalawar and Banswara (Drain). Contracts in six cities awarded.

·      Expenditure - Rs. 275.91 Cr.

·      Government has decided to use this money in implementation of water supply, drainage and sewerage works in 7 towns, making house sewer connections in RUIDP Phase II and UIDSSMT towns, preparations of RUIDP phase IV and other works; works of other commitment are under approval (solid waste management works etc).

·      9th policy item of establishing independent entity to manage water supply and sewerage functions in Jaipur, Jaipur Water Supply and Sewerage Board act has been notified. Board Constituted. First Board meeting held on 14.06.2019 and “Business Plan & HR Policy” adopted. Compliance document submitted to ADB for acceptance.

 RUIDP Phase IV

·         RUIDP Phase IV Project with a total costs of US$700 million (Estimated to rs.5000 Cr) will cover total 42 towns comprising of 10 heritage towns and 32 towns of population 50,000 to 100,000 and others.

·         Heritage towns are Bandikui, Deeg, Dungarpur, Jobner, Khetri, Kama, Mandawa, Nawalgarh, Pillibanga and Sambhar – Phulera. Scope of work is to meet infrastructure gaps in water supply, sanitation, drainage, urban transport, beautification etc.

·         Other 32 towns are Abu Road, Badi, Balotra, Barmer, Banswara, Chomu, Dausa, Didwana, Fatehpur, Jaisalmer, Jalore, Jhalawar, Karauli, Kuchaman, Ladnu, Laxmangarh, Makrana, Nimbeheda, Nokha, Pratapgarh, Rajgarh, Rajsamand, Ratangarh, Sardarshahar, Sri Dungargarh, Suratgarh, Sirohi, Shahpura (Jaipur) and Shahpura(Bhilwara), Tijara, BhawaniMandi and Neemkathana. Scope of work to meet gaps in water supply, sewerage and urban transport.

•       Project is approved by DEA and posed to ADB for financing

•       Total population benefited from phase IV project is around 2.5 million.

•       Under advance action DPRs of 36 towns for about $600 million (INR 41,000 million) prepared.

•       DPRs for 16 towns for about Rs. 2345 Cr is vetted by ADB & Bid document for these towns also approved by ADB.

•       Bids for 9 towns (Sirohi, Aburoad, Ladnu, Didwana, Makrana, Laxmangarh, Fatehpur, Ratangarh & Sardarshahar) estimated to $180million (Rs.12,500million) received and evaluated, Technical Bid Evaluation Report (TBER) submitted to ADB on 29.07.19; approval awaited from ADB

•       Bids for 3 towns (Khetri, Mandawa, Kuchaman) estimated to $65 million (INR 4,360 million) re-invited; due for receiving upto 13.09.2019.

•       Under bidding (Rs. 580 Cr)- 4 towns – Pratapgarh, Khetri, Mandawan & Kuchaman.

•       Bids for Pratapgarh town estimated to $ 24 million (INR 1650 million) to be invited.

•       Bid document for Banswara town, under rebidding, estimated to $41 million (Rs. 2700 million) submitted to ADB on 14.08.19, approval awaited.

•       DPRs for 13 more towns prepared discussed with PPTA and ADB consultant and are in final stage of approval.

•       DPRs of other 14 towns are in final stage of preparation. Will be finalised soon.

•        Advance contracting is considered as default action for ADB-funded projects.

•       Loan negotiations expected by Q1, 2020.

 

RUIDP Phase IV – Progress so far

 

•       RUIDP has submitted technical evaluation report on consultant selection to ADB on 03.08.2019; we need to mobilise consultant soon. ADB to approve technical evaluation of consultancy packages so that consultant are selected and mobilised soon

•       Proposal for commencing consultant selection process for Community Awareness and Participation Consultant (CAPC) submitted to ADB; early approval  of ADB is requested

•       Technical Bid Evaluation Report (TBER) for bids of 9 towns submitted to ADB on 29.07.19, ADB to approve TBER so that price bids may be opened and contracts are awarded soon.

•       Since contracts in 9 cities are likely to be awarded by next month and expenditures will start soon, therefore it is proposed to have early Loan negotiations

•       All policy items of Program Loan complied, compliance document submitted to ADB; ADB to disburse 2nd instalment equal to $125 million at an early date

•       DPRs Submitted to PPTA and ADB DDST:    13 towns: Balotra(ws), Deeg(ww), Dungarpur(ws), Jaisalmer(ww & ws), Kaman(ww), Karauli(ww), Nokha(ws), Pillibanga(ww&ws), Rajsamand(ww&ws), Suratgarh(ww&ws) , Bhawanimandi (ww), Neem ka Thana(ww) & Jhalawar(fsm)

•       DPRs prepared and under consideration with ADB because of some reasons:

•       3 towns – Jobner, Shahpura (Jaipur) & Rajgarh (Churu)

•       Prepared by DPR consultant and are under review with PMU: 4 project towns - Nokha(ww), Balotra, (ww), Dungarpur(ww), Jalore(ww), Barmer(ww&ws), Tijara(ww)

•       5 towns – Sri Dungargarh, Dausa, Bandikui, Bari & Chomu:  present municipal water supply level is less than 135 lpcd but they are getting water from local/ private sources, they are using flush toilets. PHED and ULB has got surveyed that they are getting sufficient water. Total water supply in those towns are adequate to meet flushing need. It is requested to allow sewerage system in those towns 

•       In 2 towns (Nawalgarh, Sambhar-Phulera) scope yet to be decided
